START-SD is a federal program funded by the Health Resources and Services Administration (HRSA) working to increase access to and effectiveness of prevention, treatment, and recovery services. It is a two-pronged project, with one prong focused on opioid use disorder and another focused on psychostimulant use disorder.

Through project activities and work with community partners, a number of public resources have been identified or created in each of the project's five target counties: Brookings, Brown, Roberts, Hughes and Codington.
