Intramural Rules for Broomball

Location

The contest will be held at the Larson Ice Arena.

Player Management

All Intramural participants must adhere to the Membership and Eligibility Rules establish by the SDSU Intramural Sports Constitution Articles IV and VI which states:

  1. All SDSU students regularly enrolled and having paid the General Activity Fee are eligible for participation in activities programmed by the Intramural Sports Office.
  2. SDSU faculty and staff and community members that have paid a membership fee to the SDSU Wellness Center and have purchased an IM Sports Pass are eligible for participation in intramural activities.
  3. Non Wellness Center members can purchase a Non-member IM Pass to be eligible to participate in intramural activities.
  4. Any student who has participated at the varsity level will be ineligible for competition in that sport for one full year once they are no longer a member of the varsity team.
  5. An intramural team roster may not include more varsity letter winners or Sport Club members that participate in a similar sport that would total one-half the number of players necessary to start a given contest.
  6. A roster may have no more than 3 IM supervisors on an individual team.
  7. A player can only be on the roster of one team per sport.
  8. No individual may participate in Intramural Sports while under the influence of any drugs or alcohol.
  9. Players must check in to at least one regular season game to be considered eligible for playoffs.

There is a maximum of 6 players on the ice.

There is a minimum of 4 players required to start, including the goalie.

  1. Failure to provide 4 eligible players before the start of the game will result in a forfeit.

Co-Rec

  1. The ratio for male and female players is as follows: 3:3 or 3:2 
  2. A team may start with 4 players
    1. Ratio must be 2:2
  3. Not adhering to the acceptable ratios will result in a forfeit.

Equipment provided by Intramural Program

  1. All brooms and balls will be provided by the Intramural Sports Program.
    1. Any brooms brought by players must be similarly weighted and shaped to the IM brooms
      1. It is up to the discretion of the IM official whether or not a broom may be used

Helmets are provided, and must be worn and strapped at all times.

  1. After a warning, a minor penalty may be assessed against the team of a player with an unstrapped helmet.
  2. Goalies are required to wear a facemask.

Contest Length

The contest will consist of two 20 minute periods with a 5 minute intermission between periods.

  1. Teams will switch sides at the end of the first half.

Teams will be given three Timeouts per game, 30 seconds each.

Contests may end in a tie during a regular season game.

Any team unable to field the minimum number of players by game time will forfeit the contest.

A difference of 8 goals at halftime or any point in the second half.

Playoff games which end in a tie will go into overtime.

Overtime

  1. First Overtime – 5 minutes (Sudden Death) (3v3 plus goalies)
  2. Second Overtime – Shootout (5 players)

Gameplay

A coin flip will decide beginning team sides.

  1. Teams will switch sides at the beginning of the second half.

The ball is put in play at the center of the ice with a face off of two opposing players.

Play begins after the officials’ whistle.

All other players must be in defensive zones and no closer than 10 feet to the ball.

Gameplay

  1. The ball must be played with the head of the broom and no higher than the player’s shoulders.  Any part of the body may be used to stop the ball, but the ball may not be caught and carried/thrown, batted, or kicked.

Scoring

  1. A goal is scored when the ball completely crosses the goal line and into the net.  An attacking player may score only when the ball was touched by his broom and not more than 3 feet off the ground.  If the ball was last touched by a defending player, the goal is allowed regardless of the way it entered the cage.
  2. Ball may deflect off a stationary body part/stick lower than waist. Not Hands.

Out of Bounds

  1. When the ball leaves the rink it is awarded to the opposing team at the nearest inbounding zone to where the ball went out.  The broom must be used to pass in, with no defensive player within 15 feet.
  2. On a pass-in, the ball must be touched before a goal can be scored.  If the ball hits a defensive player and goes in, the goal is counted.
  3. If a ball becomes stuck behind the net, the play will be called dead, and the goalie will be give the ball to pass in.
  4. Passes in may only begin after an officials whistle.

Goalies

  1. Upon possession of the ball by the goalie, the new defensive team shall give the goalie 15 feet in all directions to clear the ball. May roll it out to a side (if it rolls past half court without the touch of a wall or player, opposing team receives ball at center rink.) If the goalie chooses to use their stick, they may hit the ball passed half with needing to touch another player.
  2. No other defensive player may act as goalie, goalie shall be designated as player with facemask.
  3. Goalies may only substitute during a dead play or timeout
  4. Goalies are able to advance the ball up the ice, however, their protected area ends at the center of the faceoff circle nearest their own goal.
  5. Only the goalie is allowed in the crease at all times.
  6. When blocking a shot, the goalie must maintain possession of their stick (one hand is fine)
  7. The enforcement of this penalty will be progressive:
    1. Minor, Major, Major without Goalie

Substitutions

  1. Substitutions may be made any time as long as the person being substituted is off the ice before the substitute comes in.  A person receiving a game misconduct penalty can be replaced only at the beginning of the next period.

After a penalty is committed- Awarded ball to opponents to be passed in from side of rink at nearest inbounding zone or center ice, depending on which area gives the offended team the best advantage. Play will begin on the official’s whistle. All penalties against the defense shall be called on a delay.

Minor: (Offended team inbounds the ball at nearest inbounding zone or center ice) If a minor penalty is committed by both teams at the same time, the ball will be placed at center ice and a faceoff will occur.

  1. Too many players on the ice
  2. Advancing ball by throwing/ kicking to a teammate.
  3. Goal-keeper throwing ball forward Goalie holding ball more than 5 seconds
  4. Pick-up, throw, cover or trap ball with hands (if not goalie)
  5. Leaving feet to play opponent (not flagrant)
  6. Holding or carrying ball Interference (not flagrant)
  7. Player in goalie crease Holding player or broom
  8. High Stick with no player contact Interference
  9. Illegal substitution
  10. Delay of game, increases severity every time
  11. If helmet is not fastened after one warning.

Major: (Team will be given a free shot on goal, goalie MAY be present depending on severity of penalty.)

  1. Unsportsmanlike Conduct by players
  2. Unsportsmanlike conduct of persons other than players (fans)
  3. Contact with an opposing goalie
  4. Offending team may have a goal be disallowed.
  5. Fighting
    1. Both players must be ejected and may not be replaced. (both teams will play 5 on 5)
    2. Teams may forfeit if they cannot field at least four players due to ejections. Injury from high broom
  6. Leaving feet to play opponent (flagrant)
  7. Throwing broom (flagrant)
  8. Mishandling the broom
  9. Defensive player in crease after warning
  10. Charging, roughing, elbowing, tripping, slashing, spearing
  11. Pushing, charging, body charging into boards of goal cage
  12. Persistent Infringement

Any protest made must be addressed to the Intramural Official immediately.

Judgment calls are not protest-able.

All protests must be issued in accordance with article XI of the Intramural Sports Constitution.

Player Interaction

The only participant who can make appeals to an Official is the team captain.

Consistent infraction of this rule may lead to an ejection.

Any player who is creating an environment which any official deems as contrary to the goals of the intramural Sports program is subject to ejection.

Use of profanity directed at an official shall result in an immediate ejection.

Any misconduct executed by an official must be brought to the immediate attention of the IM Supervisor.

Any team or individual that fails to be ready for play at the scheduled time of the contest will forfeit to their opponent.

Forfeited contests will not be rescheduled.

If a team must forfeit, the Intramurals office should be notified no later than 3pm the day of the contest.

  1. This will count as a default and not a forfeit.

Teams shall be charged a $25 non-refundable deposit for each league sport which may not be transferred from sport to sport.

If there is no deposit paid before a team is to play its second contest, the team will not be able to play until the deposit is paid through Hobo Dough.

Sportsmanship

Team captain is responsible for educating and informing all players and spectators affiliated with his/her team about the system.

The officials working that game and or any intramural staff member will rate each team in each contest on sportsmanship.

The intramural staff and officials rate teams and organizations on a 4 point rating system.

To qualify for playoffs, a team must average at least a 3.0 over a minimum of three (3) games to be included in playoffs.

Teams must also maintain an acceptable sportsmanship rating for each game throughout the playoffs in order to advance.

Rating System Criteria:

“4” – Some question of judgment or rule interpretation with minimal complaint.

“3” – Good game, but not perfect. Repeated question of judgment or complaints by team.

“2” – Highest rating a team can achieve with one unsportsmanlike call in softball, volleyball, flag football; yellow card in soccer; and a technical foul in basketball.

“1” – Consistent harassment of the officials. Highest rating a team can achieve with 2 unsportsmanlike conducts, technical fouls (not on the same participant), or yellow cards.

“0” – Includes threatening an employee. Forfeit includes any game in which a team is ejected for fighting and/or 3 unsportsmanlike penalties or technical fouls in a game.
