Steve Hietpas called the meeting to order at 11:40 a.m.

Approve Minutes of Oct. 5, 2015 Fall Meeting

Jim Edwards (ERC) moved and Randy Diede (WAPA) seconded to accept the minutes. Motion carried.

Coordinator’s Report

Report for the Spring Meeting was included in packet. Some of the highlights of the report were:

Power Course Update
CPSS celebrating its 48th year of operation.
A summary of activities were provided for the EE and Computer Science Department.
14 Power Courses are offered for the Spring 2016 through Spring 2017 semesters.

Power Faculty Update

1st PhD Graduate – Santosh Chalise
Three PhD Students
Twenty MS EE Grad Students
One Senior Design Group
Twenty-three IEEE Publications (5 accepted, 18 under review) written by Ni, Hansen or Tonkoski.

Scholarship Activity

Scholarships for the 2016-2017 school year were discussed.
EE Program is expecting to award $40,000 in scholarships
60% Direct result of power community sponsorship.

Status of Power Students

Reviewed list of Spring 2016 graduates.
Fifteen students scheduled to graduate Spring 2016
Six students – Power Graduates
69%  of the 15 have found employment
50% of the 6 Power Graduates have found employment
March 2016 Student Career Survey was reviewed

2016-2017 Proposed Budget Report
Randy Diede (WAPA) provided a report on the FY 2016 budget sheet which was included in the meeting packet. Steve Hietpas provided additional information.
Account Balance at the start of  FY 2016: $8305.03
Account Balance to date: $17,121.27
Estimated Account Balance at the start of FY 2017: $12,951.31
Burns & McDonnell, STAR Energy – New Associate CPSS Members

Mark Buchholz (WAPA) moved and Joe Dold (OTP) seconded to accept the Budget Proposal as submitted. Motion carried.

Discussion continued regarding end of year budget carryover of $6000. Consensus reached among attendees as an opportunity to increase CPSS scholarship amounts.

Jim Edwards (ERC) moved and Joe Dold (OTP) seconded to utilize $6000 budget carryover to increase CPSS scholarship amounts. $3000 would be allocated to the CPSS Scholarship. CPSS Scholarship would be awarded at the $4000 level for the next 3 years. $3000 would be allocated to the CPSS General Scholarship fund.
Motion carried.

Austin Hoekman (MRES) moved and Steve Arbach (NWE) seconded to increase the CPSS General Scholarship maximum amount from $1500 to $2000. Motion carried.

Action Item for Steve Hietpas to meet with SDSU Foundation to revise MOA.

Proposed - 2016 South Dakota Regional Biennial Power Conference
Austin Hoekman (MRES) provided an update on the planning activities associated with the 2016 South Dakota Regional Biennial Power Conference.
Proposed Conference date is October 3, 2016 at SDSU. Banquet that evening.
Aligns with CPSS Meeting and Engineering Job Fair at SDSU on October 4, 2016.
Proposed Conference schedule and minutes from the April 7th coordination call were included in the meeting packet and discussed.
2 speakers for the conference scheduled. Goal is to have 6 speakers scheduled by July.
Conference will include Industry/Research and Industry/Student Panel Discussions.
Discussion include need to market/promote the Conference as far in advance as possible.
Randy Diede (WAPA) moved and Jim Edwards (ERC) seconded to accept the Proposed Conference Date and Agenda as submitted. Motion carried.

2016-2017 Wayne Knabach Excellence in Power Award Selection
Jay Dring (NPPD) provided an update on the award selection to the meeting attendees.
Richard McComish - 2015 WEK recipient.
Email sent to CPSS membership in March 2016 requesting additional nominations.
CPSS WEK Committee held a conference call on 4/6/2016 to discuss nominations for the 2016 WEK selection. Committee discussed need to increase number of candidates to ensure integrity of the WEK Award of Excellence is maintained. By-laws state that the award does not need to be given yearly to protect integrity. 2 nominations were submitted and reviewed.  John Kappenman and Bob Zavadil.
CPSS WEK Committee recommended Bob Zavadil for the 2016 WEK Award for Excellence in Power.
Jay Dring (NPPD) provided background information on each of the candidates to the CPSS meeting attendees.

Jay Dring (NPPD) moved and Frank Kornbaum seconded to accept the WEK Nomination. Motion carried.

2016-2017 Student Project Proposals
Steve Arbach (NWE) led discussion seeking input from meeting attendees for potential student projects.
115/69/34.5-kV Tap Changer Study for NWE.
Steve Hietpas to follow up with NWE and other members on ideas for 2017 Student Projects.

Fall Meeting Date is October 4, 2016

Express Appreciation to Austin Hoekman and MRES for hosting spring meeting

Jay Dring (NPPD) moved and Chad Orris (MEC) seconded to express appreciation to Austin Hoekman and MRES for hosting Spring CPSS Meeting. Motion carried.
