Keynote Speakers

"Tony Willardson"
Tony Willardson

Tony Willardson was named as executive director of the Western States Water Council in July 2009. The council is affiliated with the Western Governors’ Association. Its members are appointed by the governors of 18 states. Formerly the deputy director, he has been with the council since 1979. He holds a B.A. in political science from Brigham Young University and a M.S. in public administration from the University of Utah and is a member of the National Honor Society for Public Affairs and Administration (Pi Alpha Alpha). He oversees publication of a weekly newsletter, Western States Water, which he edited for many years. He is the author of numerous articles and reports covering a wide range of water resource issues, including water project financing and cost sharing, groundwater management and recharge, water conservation, drought, water use fees, remote sensing of water use and interregional water transfers. He is one of the principal author’s of the WGA’s 2006 Report, Water Needs and Strategies for a Sustainable Future and subsequent 2008 Next Steps Report, as well as the related WSWC 2010 Progress Report. He also coauthored the WGA’s December 2012 Report, Water Transfers in the West: Projects, Trends and Leading Practices in Voluntary Water Trading.

"Matt Helmers"
Matt Helmers

Matt Helmers is the dean’s professor in the College of Agriculture and Life Sciences and professor in the Department of Agricultural and Biosystems Engineering at Iowa State University, where he has been on the faculty since 2003. Matt received his Ph.D. from the University of Nebraska-Lincoln in 2003, a M.S. from Virginia Tech in 1997 and B.S. from Iowa State in 2005. Dr. Helmers’ research areas include studies on the impact of nutrient management, cropping practices, drainage design and management and strategic placement of buffer systems on nutrient export from agricultural landscapes. He has a regional Extension program working to increase adoption of practices that have the potential to reduce downstream nutrient export. He served as the nitrogen science team lead on the recently completed Iowa Nutrient Reduction Strategy Science Assessment.
